It should be pre-arranged for emergency responders. We have had mounted police units from DE come up for parade details, people from MD for searches. We have an agreement with Burlington County, NJ to waive all paperwork if we go there. There are several elements that must be covered— Proof of ownership, either a brand inspection where required or other paperwork that suffices. Pennsylvania has no official ownership documents for horses, so breed association registrations, bills of sale, Coggins descriptions suffice Proof on no communicable diseases—Coggins is a valueless test but it is the law in most states and for federal interstate shipments. A bill from the vet showing what shots and when usually covers everything else. NOTE: some areas may be under quarantine for equine diseases for which there are no shots. You don’t want to go there unless you want to leave your horse behind. Equipment—some states require CDLs or over 21 to drive heavy vehicles (over 9000 pounds gross combined weight) or the feds do. For instance, Pennsylvania permits 18 year olds to drive buses and commercial vehicles in state but the Feds require 21 years old for interstate travel. Unless you are a recognized responder with authorization or emergency status you may have to find another driver. Child Labor Laws- If your response includes under 18 year olds you may have a problem with the locals. In addition to federal restrictions there may be restrictions on school nights, hours per day, days per week. As it is now minors must have parental permission, in writing, to travel across state lines on common carriers. We are also working on other reciprocity. Pennsylvania is about to license SAR as an EMS provider so we will have to add arrangements for medical command, even at the BLS level, and credentials for our EMTs with the surrounding states. As PA is also shifting to National Registry tests instead of state tests this should get easier but Maryland canceled all reciprocity with Pennsylvania several years ago. We don’t let school age members go to real missions due to the very restrictive Pennsylvania apprentice (14-16) and junior (16-18) firefighter laws which may not apply to SAR (but do apply to EMS) but until a judge says so we are taking no chances. I have never seen a non-commercial hauler pulled over for a weight or papers check but I have seen spot safety inspections conducted and vehicles put out of service. We have race tracks, layup farms, and several state lines nearby and often have out of state trailers in our parks, (city, county, state, and federal) without veterinary inspection. Around here, we cross state lines with reckless abandon. OK not really but we do live in small tight states. They are starting to actually pull trailers over to see if we have Coggins.
