Hi Folks,


NASAR Info:

I am back from the 2013 NASAR Conference. The NASAR Board of Directors
likes the progress that has been done so far with the NASAR
Mounted SAR Tech-III project. The final MST-III product has not been
formally submitted to the NASAR BOD for vote, so I cannot go
deep into the details.

However, I can tell you that the proposed MST-III requirements will parallel
many of the NASAR Canine SAR Tech III requirements.
Like CST-III, All MST-III's will need to be a current SAR Tech-II. Rather
than the Canine Good Citizenship Certificate; the ASTM
F2794 (and the two MSAR reference documents, identified within the standard)
will be a foundation document. The ASTM document must
be purchased or obtained by the end user's (or their team) and will not be
furnished by NASAR. The NASAR Mounted Task Force expects
to have preliminary approval to move forward by the end of next month.

WANTED current and active MSAR Responders from the Great Plains USA, the NW
USA and someone from Canada: The NASAR Mounted SAR Task
Force committee is looking for one person from each of these regions. The
individual needs to be a current MSAR responder that
holds a NASAR SAR Tech-II certification and who is (current) active member of
a recognized MSAR team. You may be asked to provided
two actual SAR mission Task Assignment Forms (mounted tasks over the past 4
years) as proof your are an active Mounted Searcher.

ASTM F-32 SAR Committee meeting:

F-2794 the Standard Guide for Level 1 (Basic) Mounted Search and Rescue
(MSAR) Responder, is due for review at the end of next year.
F-32.02 chairperson recommended the document go before ballot review without
modification to the main document, I concur with the
recommendation. The two reference documents should be updated to reflect the
2010 and 2012 updates, but I will leave that decision
up the 32.02 chairperson..


During the F-32 meeting; I made the recommendation to hold off on starting a
new ASTM work group for "Standard Guide for Level 2
(Intermediate) Mounted Search and Rescue (MSAR) Responder," until 3 more
states or other provinces have endorsed and/or published
Mounted SAR standards before moving forward. Having several current endorsed
MSAR standards as reference documents will provide a
very strong base of current industry best practices.
