In Georgia (USA) SAR training is provided by GEMA, not a law enforcement
agency. A good first step is to contact your county EMA office and ask
to get on the signup list for the next Rescue Specialist course in your
vicinity.
Georgia also has a great orienteering club; you can learn a lot from
them by participating in their meets, as a competitor and as a volunteer
with the meet staff.
