They are available at some libraries and by purchase from the authoring
agency, ASTM International.

committee you must be a member of ASTM for an annual fee of approximately
$75.

You may sit on as many committees as you want but you must participate by
voting on publications. This is all explained on the site.

Like many standards organizations the sale of the standard text, whether
electronic download, CD, or hard copy is a major source of revenue to
operate the

Organization. The standard is protected by copyright and intellectual
property law. Search and Rescue (all kinds) is covered by Committee F32,
Emergency Medicine is F30, and the national electronic patient record is
E31. Riding helmets come under the recreational equipment committee, as do
skis, recreational climbing gear, etc.

The ASTM requires that all members of a committee approve the standard
before it is adopted and published. WK numbered documents are work in
progress and should not be considered anywhere near the final draft.
