Any government products (USGS, NOAA, Corps of Engineers) should be public
domain. For images see if the locals use a company call Pictrometry.
These are private aerial photographers, usually work for local government or

utilities. They shoot with 5 cameras on the oblique from under 10,000 feet.
The digital output is usually freely available to agencies in the area
covered for the fee paid by the county. It comes with a set of tools that
lets you measure and mark up the photos. They have an on-line service as
well that you can try for free. They keep historical coverage as well.
The alternatives are commercial services like Google that may not have
enough resolution.

For instance, to spot wells you will need 1 meter resolution of less. That
Is the ability to see an object 1 meter in diameter or bigger. Getting that
out of Google satellite may be a problem.
