Yes, MSAR is exempted by the executive order that applies to National Forests.
However, local resource managers can make their own rules. I am asking if any
of you face a situation where local rules are an obstacle for you.
Note that the exemption applies to MSAR in performance of official duties. To
me, official duty means missions, not training rides.
