The original question was about the appropriateness of the MSAR unit
prescribing a certain condition (that the horse be shod). I think
most of us agree that prescription itself has more cons than pros,
but on the other hand it is important that the horse and its turnout
be suitable for the work.
Prescription is a poor substitute for strong team management, but may
be better than nothing. This question is not addressed at anyone,
just suggested for self-assessment: Do your unit officers lack the
authority to tell an individual to stay in camp or go home, if they
show up not suitably prepared to go in the field?
