From my experience, every facility has its own peculiar regulations when it comes to feeds and grass hays!
 
It is best to check with that facility a month or so prior to a planned activity.
 
Some sensitive areas will require processed extruded commercial feeds only, One and Only comes to mind. (note: not promoting that particular feed, it is just one that is approved at certain National Parks in Texas). Each of the various manufacturers have their own variation.
 
A veterinary certificate showing the animals feces has been tested negative for seed grains of any type that may pose a threat to the native forage!
 
There is no set rules across the country that I am aware of.  To be safe, if extensive travel to different areas is in your plans, it is best to put your horse on one of the extruded processed feeds, that do not require hay feeding! It is also cleaner, and does not require large amounts of hay stock in the trailer or truck, and no fear of not being able to find a certain type of hay in strange parts of the country.
