Testilying is called perjury everywhere
except in NYC where confidential informants where often illegal wiretaps. The level of probable cause needed varies
with the seriousness of the crime and the likelihood that evidence will survive
the raid. That is why bookmaking and drug trafficking often involves a
transaction. An Agriculture agent can arrest you if he observes direct
evidence of a crime he is empowered to prosecute. Most will wander around
the public areas of a show with a camera. He cannot enter your trailer or
your stall, but he can walk around the barns and aisles as there is no expectation
of privacy Today police and humane officers must get
a warrant first in almost all cases. Even in cases of road accidents there
is a hearing as to who gets to keep the horses a few days later. The
place that can get you is that your vehicle can be stopped for an obvious equipment
defect, such as no lights, and then you are stuck with a load to house now and
haul later. Nor can you blame the cops for your dilemma because you took
a defective vehicle onto the road. It is one thing to be sitting on the side of
the road waiting on a certified mechanic to fix something with a load of
furniture in the rig versus a live load. A peace officer could stop you
for an obvious violation, say of the double deck rule, as you drove buy his
patrol position, because there is no excuse for not knowing the law. Irv L. From:
