The news article states that unified command, unity of command is mandated and an expansion of subpoena power is granted to the sheriff. The rest of the country has had   unity of command and unified command for years, and if you couldn’t subpoena the data you got a friendly judge to issue a warrant, or an FBI guy to Patriot Act

the data.

 

Sounds like you are just joining the rest of the country in the way you do things out there.
