DHS now requires that all emergency responders be capable of
communicating by radio with other responders enroute or on scene with a grant
cutoff of next year for those who can’t. The rule as written requires
public safety radio, not commercial systems (Cell phone, Nextel) and does not
mention Amateur as a tactical system. What you do within your organization is not covered but how
you talk to others is. And while VHF equipment is currently very cheap on
the used public safety market narrow banding will be required within the next few
years by FCC regulation and whenever the other agencies switch over in your
area. Public safety quality radios are organization property and
require a station license or authorization from a currently licensed entity but
no operator license. And the system is very robust in disaster situations if
