Firescope (The California Wild Fire Management Plan) had not been invented
when this happened, let alone formal ICS or NIMS. The need for large scale
command and control systems for non-military incidents was made evident by
this search.

Irv,

I am still struggling through all these acronyms, but am I correct in
thinking that the NIMS instruction/test is supposed to address the
order of communication and command in such situations?
