The national org would be Civil Air Patrol? You'd have to ask
them this question; MSAR-Riders is not part of CAP; a handful
of subscribers here happen to be CAP members, and there are a
couple of MSAR units organized under CAP but that is the extent
of the connection.
Any MSAR unit can have a free host site on ibiblio.org; just
build your site elsewhere (eg, on your home computer) and
upload it via FTP. Ibiblio.org hosts other domain names
(does "virtual hosting") free, but for your own domain name
you would have to pay a domain registrar.

Referring to http://www.ibiblio.org/msar/units/#Kansas ?
Only one MSAR unit in Kansas (a) with a website (b) that I know
about. There may well be others. In many states, I know of
other units but they have no web presence (not even a "Hello
World" post on MSAR-Riders) and at this time I am not prepared
to maintain a public directory of contact names, phone numbers,
and mailing addresses. Those change too often and cost too
much for me to check at a reasonable interval (as I do for the
websites).
