Any radio used on a public safety frequency on a regular basis as most SAR
units do, must be in compliance with the technical specifications associated
with that frequency and the station license. This is particularly true as
narrowband technologies are introduced into the systems. While many new
Amateur equipments may conform to 12.5/6.25 MHz bandwidths and the increased
stability requirements the cost difference between an Amateur unit and a
public safety unit is not only the increased technical standards but
increased ruggedness-- cops use radios for everything but talking on and
therefore their equipment is somewhat more rugged. Check out the current
version of what used to be Part 90 of the FCC rules regarding eligibility
and technical specifications. We have been acquiring King brand equipment
manufactured by RELM. It is legal on every frequency from 148 MHz to 175
MHz-- cops, fire, EMS, Marine, CAP, railroads, motor carrier, conservation,
you name it. You can program lower power and narrow bandwidth as required by
a specific channel or frequency if needed. And it is now dirt cheap as the
public safety agencies replace them with trunked portables.
There is also a psychological advantage when dealing with cops to have a
real cop radio. It makes no sense but boys and toys win out.
Obtaining a letter of determination from the IRS is not required unless you
want not pay filing fees with most federal agencies, some state agencies,
and even some municipalities. In this area (SE PA) an IRS letter of some
kind is required to avoid state sales tax [6-7%] (and everything horse is
taxed), get a filing and or fee waiver from the state Office of Charitable
Organizations, avoid filing state tax corporation returns and the fees
associated with them, and to qualify for United Way and most corporate gift
matching programs. Every grant or foundation application wants your FEIN/TIN
and when you filed for a letter of determination or a copy of your initial
or advance letter if you have one. We had to provide a letter just to be
evaluated for eligibility for some state programs by the Office of State
Fire Commissioner. Also, realize that some agencies will want audited
financial reports but will take your IRS 990 tax return even if you don't
file one instead which is a lot cheaper than an audit.
