The article wouldn't open here but in Pennsylvania it is a felony to harass
or interfere with a police animal, including SAR horses used by organized
SAR units. In addition to the criminal penalties the convicted party must
pay for the replacement animal, training, vet bills, any lost time by the
handler not having an animal, and other civil damages. Restitution is
included in the penalty section of the statute. The law is a 24/7 statute so
your horse or search dog is covered on or off duty, during training,
recreation, etc. 18 PA CS 5511.2
