Here are a few free webhosts that are fairly easy to run and maintain.
You can buy add ons such as more space or tricks to production, but if you
take each of these and link one to another you can make for a rather large
AND FREE webpage!

Search: yahoos geocities (Personally, this one is not for a beginner -
not one of my favorites due to the technical garb.)

www.webspawner.com (is ok for straight text, has upgrades that can be
purchased for color and photos etc...)

www.freewebs.com fairly easy to navigate, photos can be added, free
templates, can be upgraded a neat and tidy site host!

www.bravenet.com this host used to be more difficult, but thanks to
updates has become a good site for even the beginner. Lots of free perks,
cans also be added on
by purchasing perks

Search: msn - they have a great blog setup, groups and very easy
navigation, the msn blog is one of my favorites to use as a home page as it
has indexing and photos can be eaisly placed! Topping that it can be used
like a journal which is pretty cool!

Just a bit of advise, there are more free hosts out there. You do need to
watch on some as some have time periods where they run your site for free,
then you get the bill..... The ones above so far do not and as long as you
stay under their limit on FREE perks, you still can put out a pretty handsome
page!

Linking is a great way to get your site out there, but it takes some PR
work. (That's public relations, not pulse and respiration, although linking
in anycase is time consuming and takes a little huffing and puffing!!!) Many
sites are just closed to their own production and will not host a link.
Guest books are nice, but you might get a lot of trash and if you do not have
time to delete the bull, then they are a pain. And as for site counters,
personally, the statistics are not accurate and pose false positives. (Just
my humble opinion based on some past experiences although some have feedback
on your traffic...)
