It may be worthwhile to note that one concern California has had with EMAC
is that it would put more into the system than it would get out of it. A net
exporter of services as it were.
Every state in EMAC has the option of limiting what resources respond at the request of another state. This is necessary to ensure that you don't deplete your own state's ability to respond to a large incident internally. Resource management.
