Due to an e-mail change missed much of last quarter.
Southeast Pennsylvania Search and Rescue has been formed to primarily cover
the 5 counties of SE PA (Montgomery, Bucks, Chester, Delaware, and
Philadelphia) with its initial capability being mounted. As of 6/23 the
non-profit corporation, and IRS paperwork has been filed. Members are being
accepted, as are donations. Training will be to ASTM International F32
standards.
The founding members previously rode for other SAR groups which experienced
the leadership problems discussed previously.
The AHJ has decided that the capability is needed as is LART and disaster
animal relocation. The concepts presented by the organizer of the new group
have been accepted in principle by the AHJ which will provide non-monetary
assistance as possible.
Expected IOC is 1/1/06, if not sooner, based on training brought in by
members. Members so far include a member of MSAR Task Force F32, several
graduates of MSO, Red Cross and state EMS/Fire/Rescue instructors with over
15 years in the saddle average.
Other sources for LART training: Code 3; USRider motor club sponsors free
seminars as well
Insurance: Always carry a million in primary public liability written by a
carrier who insures rescue squads, fire companies, etc. The usual equine
insurer can insure your horse and your trailer contents but not an emergency
response organization. Also, you will need malpractice and errors and
omissions ("stupid stuff") insurance. Check with your state requirements.
You may also need workman's compensation insurance or some form of AD&D as
in most states the organization is the employer of the volunteer searchers
while on duty (includes training, fundraising, travel to and from
conventions, etc.). Insurance carriers will also want proof that your
members are licensed to drive, their vehicles registered and insured as
organization insurance is secondary (excess) to personal insurance. I would
strongly suggest that members carry personal equine liability coverage on
their mounts.
I have been at this for a long time and currently serve as a Trustee for a
volunteer fire company, trying to cope with these issues, funding and
recruiting, and automation. You think having a horse and trailer is fun,
wait until you are responsible for a few million in township provided fire
trucks and building, and money. Auditors become your best friends
overnight.
