I work in the medical field and am well aware of the HIPAA regulations. They
are very grey in most areas. Our rule of thumb is a "need to know" basis. If
any of the personal information would be pertinent to a search/rescue, then I
would think you would be okay to share, i.e., medical conditions that the
searcher may need to be prepared to treat/deal with.
Also, I'm not sure the regulations apply to people who are not medical field
professionals (employed in the field). Again, lots of grey area, but the
regulations were designed for medical professionals and staff.
