The international community normally doesn't send aid/assistance unless it is requested. ;)
 
There are multiple countries responding with aid to the various island countries that have been devastated by hurricanes.

Hurricane Jeanne could strike the United States by this weekend. At the moment they're anticipating more heavy rains for FL and up the east coast.
 
Red Cross is looking for 900 more volunteers ASAP. And I suspect the already overwhelmed state and federal disaster response agencies will be adding to their call-out.
