I can actually help on this one. I am a founder and officer of Jefferson County HEAT (Horse Evacuation Assistance Team). Since we formed primarily as a result of the fires, we thought our name was catchy...now we're fielding the daily question, "Are you in heat?" Yikes. Not so good.
Our founding members had all been a part of a search and rescue team that dabbled in livestock rescue during disasters. It's logical, since we all have trailers and had experience in emergency situations. However, after the summer of 2002, we came to the same conclusion as our state vet's office. We needed something more dedicated, with proper and appropriate training. Prior to, and during these fires, anyone who had a trailer was allowed behind the barricades to pull critters out. However, with the changed policy, only those with proper fire safety training, incident command training, etc, will be allowed into the fire perimeter. I'll spare you the details, unless you all are really interested, however I can certainly be a resource for you as you move forward with planning an evacuation strategy.
Colorado is following the model of North Carolina, creating a system of one State Animal Response Team, comprised of many specialized County Animal Response Teams. Here is NC's website. I am still working on ours.

Our goal is to be able to respond to fires, floods, entrapments, vehicle roll overs, etc. We are not restricted to equines, and have moved llamas, emus, cattle, swine, sheep, and one goose.
