Not for MSAR training per se. However, MSAR units can apply
to the same funding sources as all other SAR units do. And
also to state horse councils and other sources of funding for
equine-related public relations, resource development, safety
and training.
For seeking grants in the US, it really helps to be formally
recognized by the IRS as a 501(c)(3) non-profit organization.

I think the message Karen is thinking of concerns liability for
SAR responders. In any case, MSAR-Riders (this mailing list)
has a browsable web archive:

The web archive has a search interface too, but it is fragile
and breaks often, with the result that you get no search results
even when there are some. So instead try using the browse
("View by") feature. Also, you can use any Internet search
engine to search the archive!
