I know several people are writing / rewriting MSAR standards. I found the Kern County MSAR Policies and Procedures online in PDF format. http://www.kcmsar.org/p&p.htm  (You'll need the free Adobe Acrobat Reader to view.)
 
There are old and revised pages, for a total of 82 pages. The most current info specific to training appears to start on page 20. They cover training and certification for the horse-rider, pack animal, and human SAR requirements for their county, and have an equipment list. These pages ought to give people at least something to start with, then modify from there to suit.
