I'm not familiar with your tiller, but I looked at the parts diagram. I wouldn't think that your low-power problem would be in the transmission. Gears can break or wear, but I don't think it's possible for them to slip. It sure sounds like a belt slipping to me. It looks like there is an idler pulley that pushes against the drive belt when you engage the drive lever on the handlebar. It's possible that there is an adjustment somewhere in this lever-to-pulley device. Maybe the cable has slipped on one end or the other and isn't moving the idler pulley as tightly against the drive pulley as it should. Maybe there is some other kind of adjustment that needs to be made because the drive belt(s?) has stretched. It's worth a look, anyway.
