Could be grape mealybugs. We don’t have them so I’ve never seen them but I know that they occur out on the west coast. Perhaps someone in Colorado Extension can help you identify it. Often there are biological controls for mealybugs.

Folks:  Am doing research on the web, but wondered if anyone growing grapes has encountered what I'm seeing on my vines-- a white, talc-like powder which in some places looks like globs of Christmas tree flocking -- on the vines, on the buds -- almost looks like wooly aphids, but it's very dry and not sticky.
