Reverse osmosis can remove those elements from water. Note that your soil
will contain those elements, too, so unless you have very high readings for
chlorine/floride/ and arsenic in your water you are not gaining anything.
Areas with high arsenic in water usually have high arsenic soils. That is
where the water got it from. Chlorine in city water will off gas if exposed
to air for 24 hours. It is standard practice with small aquaria to let
replacement water stand for 24 hours to remove the chlorine. It is
exceedingly rare to find floride in a concentration that would affect plants
or people. Most places don't have enough floride, which is why they add it
to city water for better dental health.
