Very, very few bamboo are hardy enough to survive -20F. Those that do
are, obviously, growing much slower than under more clement weather, and
never get quite as tall. Plus, bamboo transplant are insanely
expensive, so making a windbreak out of them would be prohibitive.

In my part of the world, extension agent usually recommend hybrid
willow, sometime coupled with a row of slower growing native softwood
(spruce or pine, depending). You can then cut the willow after 20-25
years, when it's mature and the softwood trees have gotten tall enough.
