Absolutely! And, in our 15 years of growing, it seems that for us, in
our zone, that light is the more limiting factor. If it is cold, but
sunny, growth is great. If it is warmer, and cloudy (as it is for us
most winters), growth suffers. 'Course, if it is cold and sunny, the
tunnels are very warm during the day, even with venting. It's an
interesting way to grow!

There are a number of cool season crops, such as members of the allium
and chicory family, that will germinate in fairly cool temps. Alliums
can germinate in the 30's. But light and heat will still be limiting
factors for growth rate.
