The 'scape' on onion, garlic etc is the flower of the bulb, if let to bloom it will go to seed. The energy from the bulb will go to the flower and the bulb will not develop fully. Cut away the scape and the bulb will finish forming. Onion scapes are okay but the garlic is wonderful and so many ways to use it. Google 'garlic scapes' and several sites will be listed.
