I called the manufacturer and while the customer service folks didn't know;
the tech guy got back with me. In fact it can go on either way. Bob is
right. And I don't have to take off the plastic. YAHOO.
It does matter if you are worried with drip/condensation issues.

I know with our polycarbonate panels we have a layer with UV protection that
must go on the outside to avoid premature breakdown of the panel from
ultraviolet light exposure. Would the IR poly film have a similar limitation
or is it protected universally? That's a different issue than the function of
the IR feature.
