This may sound a little strange, but pressure regulators need a threshold flow rate to work. If you're running to few emitters (too little drip tape), your flow rate will be too low and the pressure regulators won't work. I have very high incoming pressure so I use a higher pressure regulator at the hydrant, a lower one at the zone, and I always try to run several zones at once to make sure there is enough water flowing through the system to activate the pressure regulators.
