Mark as far as I know, you receive the cards as cash. They can not be pre signed, and the person giving the card can receive no cash back. They give you a $5.00 card, they get $5.00 in goods. I think most markets, the vendor gives the cards to the market person (master) The cards are sent to the state. Funds are then returned to the market master, then dispersed to the vendor. Sounds kinda complicated but isn't.

Seems like we checked into this once. Is WIC the one that requires your
farm be inspected and meet certain growing practices? Also requires all
kinds of farm record keeping and reports? Don't the vendors have to have
some sort of card reader hooked to a phone line? Maybe I'm thinking about
something else. Can any of you tell me what taking WIC will involve?
