I always put my soil amendments in the ground with the garlic. Since my
garlic beds are raised beds constructed from the manure/straw mix from the
local horse boarding stable, I've found that I don't need any other
fertilizer for the rest of the year.

I'd add my wood ashes to the beds now if I could, but no one around here is
burning wood in October (especially since we haven't had frost yet!), so I
top dress with wood ashes as I get them. I've heard that bone meal is very
useful (which I keep meaning to use) and if I was adding that, I'd put it in
as I planted the garlic.

Good luck -- it's raining way too much here (for the first time in 8 weeks!)
to be planting garlic right now.
