I believe Navajo do poorly from root cuttings. However, Apache and
Ouachita are supposed to do well from root cuttings. I just planted my
first Ouachitas, planted about 10 plants and 200 cuttings. The plants,
just to test. If Womack doesn't have what you want, have you checked
with Cox?

On fertilizer, I would treat berries like fruit trees: no fertilizer
until they start growing in April or so. Then, about 1lb of something
like 16-16-16 per 10' of row. Applied a foot or so from the points of
emergence. If you feel they need it, some nitrogen at about the same
rate no more often than monthly. When I have the labor, I put down
turkey litter pre-plant; as much as 1lb/foot. To plant, I pull a
furrow, put down turkey litter, maybe pull the furrow again to mix the
turkey litter a bit, drop the roots and kick some dirt over them.
