Allison,
Have you tried sowing after the initial soak? I did some research into seed priming and it seemed to me that the soaking is what is needed to break dormancy. After that you can air-dry the seed and store it until it is time to plant. This gets around the fragile root issue. I do something similar with cilantro and Bull's Blood Beet seeds.

We deal with the warm soil germination problem most of the time in planting
our high tunnels. We solve it by pre-sprouting the seed. .. We get wonderful germination rates, even in very
warm soil, this way. But, you do have to seed by hand - the root tips are
fragile - and you can't let it dry out after planting.
