I suggest you carefully consider how you are going to enforce "producer
only". The honor system will not work.
If you succeed in controlling your peddlers, I think the price problem
will solve itself. Sellers that are selling their labor too cheaply
will not have much to sell. Offer to hire them to take care of your
plantings.
