This is not correct.

Taking and redistributing writing without the express
permission of the copyright holder (usually, but not always,
the author) is a violation of copyright: except as covered
by the 'Fair Use' provisions of the copyright law - these
allow brief quotes for the purposes of book reviews and
other such discussion. Copying and distributing an entire
article would not be included in this.

I am not a copyright attorney or expert, but I can read and
understand the very good, clear explanations of the basics
of copyright (for the USA) at the USA's Copyright Office
website:
