Do you mean cistern? Concrete, masonry, sheet metal, fiberglass or
redwood tanks of 500 to several thousand gallon capacity? I have
concrete, sheet metal, and fiberglass tanks. I believe you will find
that fiberglass is most suited for rainwater. Galvanized steel has a
life of only a few years. Concrete works well for hard well water in
that it is self sealing, but I don't believe it will hold rain water as
well. A source of fiberglass that is local to me is:

Cost is about $.50/gallon. I think anything you might build yourself
is likely to be more expensive. A local concrete ring tank builder
charges about the same. Access is to be considered; I could bring in
only a 12' diameter fiberglass tank (about 8000 gallons, as I recall)
while my built on site concrete tank is 30' in diameter and holds about
30,000 gallons.
Or, were you talking about something bigger? For non-household use,
bulldozer built earthen tanks are common around here.
Or, something smaller? Our local farm supply store has plastic tanks
of a few hundred gallons. Haven't checked the cost.
