This I have to comment upon - my local and state health dept are both very involved and DO regulate EVERYTHING that is offered tot he publiv for sale - whether retail, direct or wholesale.
This summer my local state inspector wanted to see my whole process - so camped out in my kitchen while I bottled and waterbathed and sealed and labelled 1 litre of french tarragon vinegar. She was there a full 2 hours and wrote a detailed report as well as took away samples to test.
The FDA only get involved with me regarding the labels and accuracy/completeness.
Fortunately she didn't get her coin out to check that all the gaps were up to par - because one at least is dubious!
