Down here in northern Tasmania it is a combination of the length of the photoperiod (ie daylight) and the heat of the sun. I also have the feeling (totally unsubstantiated) that excess nitrogen helps push them into bolting. Have done quite a bit of tests on this as coriander (cilantro to you guys) is one of my favourite herbs.
