As a follow up on this issue, there was an article in the Washington Post yesterday saying the post office was having second thoughts about irradiating mail. Apparently, besides costing a lot (which is probably the post office's major concern), it makes the mail smell nasty, burns the edges of some letters, discolors plastic, damages credit cards and, of course, destroys biologicals (the post didn't mention seeds- which wouldn't be on the average city dwelling reporters' radar screen - but did mention damage to pharmaceuticals and medical samples).
