Would you mind explaining the weather conditions that you are able to sow clover in February?

I seed with a three point-mounted broadcast seeder. 
 
You can seed anytime the frost in the ground will still hold up the tractor. 
 
February is best, i think because there is less worry about run-off and blowing snow, etc., removing your seed.  But there is still plenty of freezing and thawing left to incorporate the seed. 
 
I live in southwest iowa. 
 
Clover is one of several crops that are well-suited for frost seeding and it works wonderfully with winter wheat.
