Go to the Rust Store https://www.theruststore.com/VCI-C12.aspx
Look at the VCI emitter (large) Been using them for years- not a drop of rust-
Try and switch all of the smaller stuff to sealed containers ( dry wall mud, paint, cat litter, cake icing and my all time fav container olives). The olive barrels come in different sizes with a screw top lid with oring seal. Spray the tools down and drop desicant or rust preventer in after cleaning the container. Most of the containers are free or very cheap if you just ask.

Put a plastic sheet barrier under shed, so water vapor doesn't rise, and seal any containers when the relative humidity is low, such as the dead of winter.
Trash bags are as large as 95 gallons.
LPS3 has a good reputation, and Cosmoline and Rust Veto are product lines, not just one item. Some of the lines can be had in spray cans, others come only in 55 gallon drums. -

Call the local trucking companies and look for a refer trailrer that no longer is highway safe. Old trailors can be very cheap and in some cases free. A refer is ideal for storage because it is already well insulated and condinsation is less of a problem. I use one that has the axles and jacks removed so it is not to much of a climb to get in and out of.
You might also call the local daries and cheese plants etc as many of these might have in house refer fleets and have old trailors as well -

It's worth noting that cosmoline is/was famous/infamous for keeping things well protected for a long time, while also being very difficult to remove.... It's a brand, but the category "heavy waxy grease" is probably your friend.
