I found the problem. The Apache directive

AllowOverride all

has to be included in the Directory section of the apache config file. For
some reason mine was set to AllowOverride none. Nothing was reported in
the error logs because, with AllowOverride none, any directives in
.htaccess files are ignored. So it wasn't a Solaris problem at all
