I have bantam chickens.  I've never wanted ducks so I didn't really read the full thing.  Ducks are pretty to see at a distance, but make such a mess lol

This is, indeed, the regulation that is the apparent source of the panic but, if anyone reads it it mainly controls non-food, non-native populations.  It is certainly noticeable that there are real populations, gone feral and disrupting local systems (plus causing some health issues) on the one side and, on the other side, people who look at their pets and small flocks who absolutely state that they can't even imagine this as a problem and therefore will not take any effort to prevent this problem where they live. You can quibble about the pet issue but anyone who has confronted the vast damages of feral pet populations, as I and many many farmers/homesteaders have had to.  Well, I must admit to being less charitable.  At least this regulation will finally put a stop to releases for decorative purposes around here.
 
The US regulation is going under review for further considerations, including the pet and small-steader issues.  This links to the MEN artcle on it and, in the last paragraph, includes the very man to contact with suggestions to separate the issues of the feral populations and our personal birds.  If he understands the various uses, aside from meat sales, for instance, that Muscovies represent in a smallholding, that would be useful; http://www.motherearthnews.com/Happy-Homesteader/Muscovy-ducks-illegal.aspx
