Difference can be between "an act" and a conspiracy, for lack of a better word:)


I started reading this story, but found it too hyperbolic to trust.
Maybe it's true, but if you want to be taken seriously, you can't
write phrases like this: "The 19th century robber
> barons might be dead, but their degenerate grandchildren are still following
> in their footsteps. And they've been keeping themselves busy."

That is where I stopped reading. If I have time, maybe I will read the
rest tomorrow.

That said, a lot of places are vulnerable to major catastrophe.
Flooding alone can completely overwhelm water suppliers. Just look at
what's going on now in New England. People are being evacuated because
sewers are overflowing and water supplies are contaminated with
effluent.
