Is that new news? I have heard for years that you should never leave ground bare because the water bounces. And the bouncing then turns the top of the soil into an impermeable layer.

It's one of the many reasons touted by the no-till people that you shouldn't disturb your garden soil any more than you absolutely must, and by the mulch people that you should cover the soil after you disturb it.
