Already some states and locales have these laws, but I sort of doubt the absurdity will end with just making it a crime to have water not go in the ground right away.
After all you'd need cops to enforce it, they'd need towels to collect evidence. Then there's the whole question of which particular states (ice, gas,etc) the accused was responsible for creating which prevented water from getting into the ground fast enough.
