Dairy farmers here (NZ) are not in co-ops (they used to be until the merger). Most of them own the largest of the dairy companies through shares. Smaller dairy companies exist and buy off farmers without the need for them to be shareholders.

It is true that smaller farmers are being driven out of business - but not all of them. I live very close to a farm that runs its own dairy company and processes all of their product into milk. Quite successfully.
