"Pollution-free zones in urban areas need to be identified and created for
the purpose of readying land to support a de-petrolized public with local
food and drinkable water. Readily available land includes vacant lots,
parks and school yards. None of those areas produce food, and may not even
be maximized for assimilating rain water. Storm water run off is not only a
waste, but is a system-problem that uses resources."
